Introduction: We live in an age where every day we introduce ourselves to new technology, new and most advanced ways of working. But sometimes understanding the complex technology and hard-to-understand techniques, we waste lots of time and resources. But not now, the solution to this problem is also given to us by technology itself called Computer Graphics and Animation. In this revolutionary technology, we use computers to create visually appealing and very easy-to-get images called graphics and videos or animation, so we understand every complex or hard-to-understand subject quickly or without wasting our valuable time. For example, Advertising industry uses computer graphics and animation to effectively advertise their products and services, and the education sector uses this technology to transform the way of learning and teaching, Many industries employ this technology to advance their work and educate workers and also but not least government uses this technology to effectively literate the people about their agenda, new schemes, new projects, and more. This article analyses the use of computer graphics and animation by government during the last year.
Analysis of Computer Graphics and Animation Tenders: By observing the tremendous success of this technology governments have increasingly adopted this technology in recent years. In the last two years a total of 137 computer graphics and 3D animation tenders were advertised by a total of 66 government agencies in India. In which, maximum number of tenders were published in Delhi at 22. Followed by 18 tenders in Maharashtra, 17 in Andhra Pradesh, and 10 in Rajasthan. The Roads and Building department in Andhra Pradesh was ranked at the top with 16 tenders. Bank of Baroda was ranked next with 7 tenders followed by Western Coalfields at 6 tenders.
3D Animation in Safety Videos: Safety training or practices in workplaces specially in coal fields and oil mining is really crucial to avoid any potential risk or dangerous situations. In the past, workplaces used real-life simulations in which stuntmen, props, and a whole production team were required to give training on safety protocols to workers, which was really time-consuming and cost lots of money. But when the industrious know the benefits of 3D animation in safety training they increasingly rely on this technology because it’s very cost-effective and time-saving. And also very engaging and easy to memorize for workers. Many government agencies implemented this technology such as Gas Authority of India Limited use this technology in preparation of customize 3D safety animated film with narration for Jamnagar Loni LPG pipeline. Indian Oil Corporation Limited used to design development and supply of industrial case studies in the form of 3D animated safety videos at Gujarat refinery and, GAIL (India) Limited utilized this technology in preparation of a 3D safety awareness film in Hindi language. Thus, 3D animation plays a very crucial role to streamline the workforce and literate the workers about their safety in many major industries.
Animators for IEC Activities under Swachh Bharat Abhiyan: In India, Swachh Bharat Abhiyan gives our nation a unique identity in scheme implementation on a broad spectrum. The people of India joined with this initiative to make our nation clean and green. Many government agencies use different techniques to attract people’s attention to make clean and green India, For example, they use many visual graphics, posters, booklets, animations, and short film documentaries to educate and communicate with people to highlight major issues in our nation so in this initiative animators plays a leading role, For this government agency hired animators on a manpower services model. For example, the Directorate of Town Panchayats in Tamilnadu sought to engage a manpower outsource agency to supply 138 animators to carry out the IEC activities on outsourcing basis under Swachh Bharat Mission (U)2.0 in 51 Town Panchayats. The Assistant Director of Town Panchayats, for Nagercoil Zone, advertised a tender to engage animators to carry out the IEC Activities for Trichy Zone, out of which 63 Animators were to be deployed in Vellore Zone and 143 Animators for Erode Zone. For such IEC work, government advertised many creative design tenders. About 1/4th of the advertised opportunities was for media consultancy tenders. Department of Agriculture and Farmers Empowerment in Odisha for example published a RFP for selection of a media consulting agency for IEC strategy and creative productions.
Infographics in Health Care Sector: Every public and private sector wants to streamline their work, they want to communicate and convey their point of view quickly and efficiently to their customers so that they can save time and resources. Computer graphics come up with the most unique solution called Infographics in which we can highlight most important messages or key information in a very quick to get or visual format. It helps people to understand key points in a very clear or precise way. Because of this, Infographics now become the most important in the healthcare sector. It helps patients to understand their diseases, risk factors, and treatment processors in a clear, visually appealing, and digestive format. Many government agencies advertised tenders to implement the use of infographics in public healthcare centers to strengthen the healthcare system in many villages and districts. For example, The R&B agency of Andra Pradesh advertised a tender to provide infographics to the primary health centre building in YSR District, Annamayya District, Annamaiah District, Tirupati District, and Srikalahasti.
Animation Implementation Duration: It is very crucial in 2D or 3D animation to decide animated clip duration. If the animation is for a short duration, the time may not be adequate to communicate the message. The longer duration videos run the risk of losing focus. Our study shows that majority of the animation videos advertised by the government sought the creation of animation for a period of 1-3 minutes. Certain security related documentaries were for a longer duration of up to 9 minutes. For example, Cochin Port Trust in Kerala advertised a tender for creation of 3D animated video / walkthrough in multi colour full HD format for a duration of 2 minutes on the project “Expansion of International Container Transhipment Terminal (ICTT), Vallarpadam”. The Eastern Coalfields Limited in West Bengal sought to create 02 Nos. of animation film of each 09 minutes duration on fatal accident in Gourandgi OCP and dangerous occurrence in Bonjemehari OCP.
Live Tender Analysis: As of 12th March 2024, there were 13 live tenders for computer graphics and animation. Of these, 10 were published in Karnataka and one each were published in Delhi, Kerala and Jharkhand.
Conclusion: Our analysis shows that government agencies spread across India actively use animation technology to communicate their message to the masses. The animation technology is used for communicating security messages, for IEC activities in government projects such as Swachh Bharat Abhiyan and for creation of info graphics in the health sector. The animation videos created were for a period of 1 – 9 minutes, though majority of the videos were for less than 3 minutes. As the country develops, the need for animation work is expected to grow in the coming years.
